General Notice
Little Blue Natural Resource District (Owner) is requesting Bids for the construction of the following Project:
LITTLE BLUE PUBLIC WATER PROJECТ
WELLS & CONTROLS
BID PACKAGE NO. 1
Bids for the construction of the Project will be received at the Miller & Associates located at 1111 Central Ave, Kearney, Nebraska, on May 6, 2026 until 2:00 PM local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Development of two (2) wells and associated structures; Backup generators and modifications to existing booster pump stations. The project will also include a SCADA control system for the new wells.
Bids are requested for the following Contract: WELLS & CONTROLS, BID PACKAGE NO. 1
The Issuing Office for the Bidding Documents is: Miller & Associates, Consulting Engineers, P.C., 1111 Central Avenue, Kearney, NE 68847, T: 308-234-6456. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8 AM and 5 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $125 for each full-size set. Half-size sets will be available for $75. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. A complete set of electronic copies of drawings, specifications, contract documents and proposal form may be obtained from www.miller-engineers.com for a fee of $35.00 (non-refundable). Once logged into the website, go to “Bidding Documents” [in the upper right-hand corner of the homepage] and you can select the set of documents to download.

Each BIDDER will be required to submit with his proposal, a certified check, cashier’s check or bid bond made payable, without condition, to the Little Blue Natural Resource District, Davenport, Nebraska, in an amount equal to five percent (5%) of the proposal.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.
